Background
Northern Natural Gas held an open season April 3, 2023, to April 21, 2023, to solicit binding bids for firm throughput service commencing on or after November 1, 2024, from certain points of interest to delivery points located on the West Leg of Northern's Market Area. The open season resulted in customer requests for 12,960 dekatherms per day of peak winter volume with an in-service date of November 1, 2024. The facilities described below were designed to meet the customer requests received and will serve markets for industrial, commercial, and residential use that cannot be met by Northern's existing infrastructure. The project is referred to as the West Leg 2024 Expansion Project (West Leg 2024).
As part of West Leg 2024, Northern is planning to construct and operate (1) an approximately 4.53-mile extension of its 16-inch-diameter MNM80511 C-line and associated aboveground facilities in Martin County, Minnesota; and (2) install the Columbus branch line tie-over regulator station within the exisitng North Bend NE #1 town border station in Dodge County, Nebraska.
Northern submited its prior notice request with the Federal Energy Regulatory Commission March 7, 2024, requesting approval to construct and operate the facilities. The filing has been issued Docket No. CP24-83-000.
