Project Overview
On August 22, 2017, the Federal Energy Regulatory Commission issued an Order Issuing Certificate authorizing the construction and operation of the Cedar Station Upgrade project subject to the conditions of the order and the environmental conditions. Construction of the pipeline facilities is complete, and the facilities have been placed into service. On October 18, 2017, the Federal Energy Regulatory Commission granted Northern’s request to suspend the weekly status reports until remaining post-construction land remediation and minor construction activities restart in spring 2019. In the spring, Northern will complete land impact remediation in Lebanon Hills Regional Park, and will install minor cathodic protection facilities.
The project, as completed, consists of a 7.83-mile 16-inch-diameter loop of the existing Rosemount Junction to Minneapolis No. 1 branch line in Dakota County, Minnesota, and was constructed to accommodate a contractual obligation to meet a delivery pressure at Xcel Energy Inc.’s Cedar Station. The Section 7 application for authorization of the project was filed with the Commission July 29, 2016.
