Project Overview

The Northern Lights 2009-2010 Zone EF CP09-11 Expansion is part of the Northern Lights project, a multiphase pipeline expansion project designed to increase the capacity of Northern Natural Gas’ natural gas pipeline for its customers in its Market area through 2026. The Northern Lights project offers an economical way to deliver the increased demands for clean, efficient natural gas to meet the growing energy demands for residential, commercial and industry use, power generation and ethanol production.

Project Description

Northern proposes to construct and operate: (1) an approximately 6.37-mile extension of the 30-inch-diameter Faribault – Farmington D-line; (2) an approximately 6.06-mile extension of the 30-inch-diameter Farmington – North Branch C-line; (3) an approximately 6.06-mile extension of the 20-inch-diameter Elk River loop; (4) the replacement of approximately 9.32 miles of the 2- and 3-inch-diameter Rockford branch line with 22.85 miles of 16-inch-diameter pipeline; (5) approximately 10.85 miles of the 16-inch-diameter greenfield Corcoran branch line; (6) a new compressor station – an approximately 15,000-horsepower ISO-rated unit to be located near Albert Lea, Minnesota; and (7) a new meter station (Corcoran meter station). Certain segments of the existing 2- and 3-inch-diameter Rockford branch line to be replaced are planned to be abandoned in-place. In addition, Northern will modify three town border stations – the Lakeville No. 1A, Lake Elmo No. 1A and Rosemount No. 4 – and install 3.5 miles of 12-inch-diameter pipeline and complete ancillary facility modifications under its blanket authority granted by the Federal Energy Regulatory Commission.

 The project will result in estimated incremental firm winter service of 135,000 Dth/day in Northern’s market area by winter 2010.

On October 17, 2008, Northern filed with the Federal Energy Regulatory Commission its application for the 2009-2010 Zone EF Expansion project pursuant to Section 7 of the Natural Gas Act. On May 13, 2009, the Federal Energy Regulatory Commission granted Northern a certificate to construct the facilities. Construction began May 15, 2009.
